DAVID W. CLAYCOMB

Green Valley Planning was established in 2020 by GVP’s Principal, Mr. David W. Claycomb, AICP, who has worked for more than 30 years in the State’s environmental consulting industry on a wide range of challenging projects in locations spanning the California from Del Norte and Shasta Counties in the north to San Diego and Imperial Counties in the South and in many other jurisdictions statewide.

Background

Mr. Claycomb received a B.S. Degree in Botany from the University of New Hampshire and an M.S. Degree in Natural Resources Management from Humboldt State University.  He is the former Chairman of the Board of Directors of HELIX Environmental Planning, Inc. (HELIX), a California-based firm that he founded in 1991.  During his time with HELIX the firm grew from one employee to 200 people in multiple offices throughout the State. He is also a member of the Board of Directors of the San Diego Habitat Conservancy, a non-profit land conservancy that he founded in 2000 and he is on the Board of Directors and Executive Committee of Legacies of War, a non-profit organization based in Washington, DC with a mission of clearing UXO from SE Asia, in particular from the Country of Laos.  He is a former member of the City of Arcata, California Planning Commission and served for many years on the Board of Directors of the Boys and Girls Clubs of Greater San Diego.

In 2008 he endowed the David Claycomb Environmental Sciences Scholarship at the University of New Hampshire and in 2009 he was presented the Outstanding Contribution to the Environmental Profession Award by the San Diego Chapter of the Association of Environmental Professionals.  He is a regular advisor to the Boards of several other for-profit and non-profit organizations regarding long- and near-term strategic planning and ownership/leadership transition.

Experience

Mr. Claycomb is a Senior Project Manager who is knowledgeable of resource-based legislation, land development procedures, and permit processing requirements, and he has successfully directed numerous compliance processes and reports under both California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA).

He has participated in all phases of the planning and environmental review processes, including preparing land use plans, general and specific plans, and land use ordinances.

He has been involved in advising clients regarding regulatory requirements and environmentally sensitive siting and design of projects; determining the content and scope of environmental documents; coordinating document review by federal, state, and local agencies and the public; permit preparation and processing; developing mitigation monitoring programs; assisting lead agencies and private clients in meeting statutory or procedural requirements; and preparing final environmental documents.

He has directly participated in a variety of resource-oriented permit processes and mitigation program planning with the U.S. EPA, U.S. Army Corps of Engineers, U.S. Fish and Wildlife Service, U.S. State Department, US Forest Service, the California Department of Fish and Wildlife, California Coastal Commission, Regional Water Quality Control Boards, and many other federal, state, regional, and local jurisdictions.

Mr. Claycomb has testified as an expert witness and has represented clients at numerous public hearings. Mr. Claycomb has been a presenter at workshops, task forces, forums, and conferences relative to CEQA, NEPA, environmental planning, and careers in natural resources.
