Green Valley Planning, LLC (GVP) provides environmental planning and regulatory compliance consulting services to clients for their entitlement projects throughout California. GVP advises clients regarding the regulatory requirements and the environmentally sensitive siting and design of a wide variety of development projects, including the identification of site opportunities and constraints; development of entitlement strategies; determining the content and scope of environmental documents; coordinating document review by federal, state, and local agencies and the public; permit preparation and processing; developing mitigation monitoring programs; assisting lead agencies and private clients in meeting statutory or procedural requirements; and preparing final environmental documents.
A specialty of GVP is the oversight of California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) compliance processes and documents, including technical studies, for private clients, local/regional governmental agencies and special districts.
GVP oversees resource agency permitting, has familiarity with resource-based legislation, land development procedures, in particular biological resource and water-related permit processing requirements for federal, state, regional and local agencies.
The firm was established in 2020 by GVP’s Principal, Mr. David W. Claycomb, AICP, who has worked for more than 30 years in the State’s environmental planning consulting industry on a wide range of challenging projects in locations spanning California from Del Norte, Humboldt, Trinity, Mendocino and Shasta Counties in the north to San Diego, Orange, Riverside and Imperial Counties in the South and in many other local and County jurisdictions statewide.
His experience includes work in the California Foothills, North Coast and inland Northern California, Central Valley, Eastern Slope, San Francisco Bay Area, Mid-Coast and throughout Southern California. Mr. Claycomb is most often retained by his clients as their consultant of choice in a senior consulting role providing strategic advice and directing the environmental and regulatory aspects of their most challenging projects. He assembles and directs teams of technical experts for each project with which he is involved and leads the environmental and regulatory teams through project entitlement, implementation and post-construction monitoring.
